The fog lamps are turned off by the circuit relay when the high beam driving lamps are turned on. I have not found the diagram for that particular harness yet but most fog lights actually use a relay to drive power to the fog lights as shown above. I checked out the wiring diagram and what i did was make use of the switch and relay that came with the harness.
According to the schematic there is no power on the fog light switch.
